I have found on a german forum that it was a Newtec NTC 2163 receiver but I think it's only a part of the solution:

You mean the Newtec receiver type ?
Of course, but its availability at 100€ is certainly not so old.
You can find a lot of newer Newtec receivers on their website, which support this sytem as well as others based on DVB-S2, but of course not at the same price.

Could you tell what you are looking for exactly and for which purpose instead of just asking very laconic questions ?
