Germany Gives Go-Ahead For DVB-T2 Pay TV Services:Bundeskartellamt, the German Federal Cartel Office, an independent competition authority based in Bonn, has approved plans by transmitter network operator Media Broadcast to establish a paid access program in the transition from DVB-T to DVB-T2, stating that it will not lead to a restriction of competition.
Earlier this year, Media Broadcast, a full-service provider in the broadcasting and media industry, gained approval from the media authorities to operate the DTT platform for commercial TV broadcasters in DVB-T2/HEVC. DVB-T2, which is planned to launch during 2016, succeeds DVB-T as a new standard offering higher bandwidth, more robust transmission procedures and higher flexibility in the transmission network. In the course of the transition from DVB-T to DVB-T2, Media Broadcast plans to establish a subscription based DTT platform for commercial HDTV channels.
Commenting on the decision, Andreas Mundt, President of the Bundeskartellamt said, "The business relationship between such a platform operator and broadcasting groups has to be structured so as to comply with competition law. Media Broadcast has conducted separate negotiations with the private TV channels to conclude individual agreements on the transmission of the subscription based programs. This does not restrict competition."
Encrypted pay-TV services will offer HD content from the two large private broadcasting groups, ProSiebenSat.1 and RTL, as well as HD and SD content from other private broadcasters. However, as requested by the public service broadcasters, ARD and ZDF channels will continue to be provided unencrypted and free of charge for consumers.
